Richard S. Levine has more than 20 years' experience analyzing and valuing a variety of income-producing and investment properties located throughout Metropolitan New York. He continues to serve lenders, attorneys, accountants, investors, and governmental authorities, for lending purposes and in the resolution of estate matters, taxation issues, in support of purchases and sales, and with regard to a variety of litigation and eminent domain cases involving real estate.
His former professional appraisal affiliations were with Goodman-Marks Associates, Inc., Albert Valuation Group, Inc., and Joseph J. Blake Associates, Inc.

Richard S. Levine co-founded and co-managed a national real estate lending operation based in the United States for one of the World’s largest international banks.  He originated a $25± billion portfolio of loans consisting of $10 million to $250 million construction and term loans, secured by investment properties located throughout the United States.  His clients were U.S. and International developers and investors, including the investment affiliates of several foreign governments.
Mr. Levine originated, underwrote, negotiated, and documented the loans and supervised their enforcement until repayment.  His responsibilities required a complete understanding of diverse urban and suburban real estate, the analysis of individual and corporate credits, the knowledge of money markets, capital markets, and mortgage markets, and the skills to review property documents and negotiate loan documents.  The process required him to work with real estate and mortgage brokers, attorneys, accountants, architects, engineers, and investment bankers, as well as the investors and developers.

Richard S. Levine managed this major New York City savings bank’s $3.5 billion portfolio of real estate mortgages, secured by investment properties located throughout the United States, including many New York City properties.  He originated, underwrote, negotiated, documented and enforced $1million to $10 million conventional intermediate and long-term mortgage loans, enforced the loan documents, and supervised collection actions.

Richard S. Levine managed American Savings Banks’ investments in two 100±-acre, mixed-use development projects in Metropolitan Houston, Texas and Manassas, Virginia.  With respect to the Houston project, he acted as the developer by subdividing the land parcel into individual development parcels, installing interior roads and utilities, and negotiating the sales of individual parcels to various developers who constructed commercial and multi-family residential improvements.

Richard S. Levine worked in a family-controlled development group erecting multi-family housing in New York City.

Richard S. Levine successfully completed the core curriculum of the Appraisal Institute, authored a demonstration report of an income-producing property, passed the Institute’s two-day comprehensive written exam, received a favorable review of a body of his appraisal work, and was awarded the coveted MAI designation.

Richard S. Levine successfully completed the Advanced Case-Study Program on Income Property Financing offered at Michigan State University.

Professional Activities
Richard S. Levine served on the Real Estate Finance Committee of the Real Estate Board of New York for more than 10 years. He was appointed to the Construction Loan Committee of the Mortgage Bankers Association of America in Washington, D.C. Currently, he is Co-Chairman of the Scholarship Committee of the Long Island Chapter of the Appraisal Institute.
